On 15 June 2026 World Trade Organization (WTO) circulated a Technical Barriers to Trade (TBT) notification submitted by Burundi, Kenya, Rwanda, Tanzania, and Uganda, with the Uganda National Bureau of Standards (UNBS) serving as the responsible agency. The notification covers beauty and make-up preparations, skin care products, sunscreen and suntan preparations, manicure and pedicure products (HS 3304; ICS 71.100.70). It announces the draft standard DEAS 847-10:2025, Cosmetics — Analytical Methods — Part 10: Determination of Acetyl Value and Hydroxyl Value (Second Edition). The 12-page draft specifies analytical test methods for determining the acetyl value and hydroxyl value in oils and fats used in the cosmetics industry, supporting consistent quality assessment of cosmetic raw materials. The proposed revision updates the earlier EAS 847-10:2017 and complements EAS 847-1, Cosmetics — Analytical Methods — Part 1: Glossary of Terms. The draft aims to protect human health and safety, harmonize regional cosmetic testing requirements, reduce technical barriers to trade, and facilitate trade among East African Community members. The proposed adoption date has not yet been determined, and no entry-into-force date has been specified. Comments on the draft may be submitted until 14 August 2026
