On 15 June 2026 World Trade Organization (WTO) circulated a notification submitted by Burundi, Kenya, Rwanda, Tanzania, and Uganda regarding Draft East African Standard (DEAS) 847-5:2025, Cosmetics - Analytical Methods - Part 5: Determination of Unsaponifiable Matter (Second Edition). The notification was submitted by the Uganda National Bureau of Standards (UNBS) under Article 5.6.2 of the WTO Agreement on Technical Barriers to Trade (TBT). The draft standard applies to beauty and make-up preparations, skin care products, sunscreen and suntan preparations, and manicure and pedicure products classified under HS 3304 and ICS 71.100.70. It specifies the analytical test method for determining unsaponifiable matter in oils and fats used in cosmetic products, supporting consistent quality assessment across the cosmetics industry. The proposal references EAS 847-1 (Glossary of Terms) and EAS 847-5:2017 as related standards. The objective of the draft is to protect human health and safety, harmonize regional analytical methods, reduce technical barriers to trade, and facilitate trade within the East African Community. The proposed adoption date has not yet been determined, and no entry-into-force date is specified. Comments on the draft standard may be submitted until 14 August 2026 (60 days from the notification date) through the Uganda National Bureau of Standards (UNBS).
