On 15 June 2026 World Trade Organization (WTO) circulated a notification submitted by the Uganda National Bureau of Standards (UNBS) on behalf of the East African Community (EAC) Partner States—Burundi, Kenya, Rwanda, Tanzania, and Uganda. The notification concerns Draft East African Standard DEAS 847-9:2025, Cosmetics—Analytical Methods—Part 9: Determination of Colour (Second Edition), which applies to beauty and make-up preparations, skin care products, sunscreen and suntan preparations, and manicure and pedicure products (HS 3304; ICS 71.100.70). The 10-page draft standard specifies a test method for determining the colour of oils and fats used in the cosmetics industry, supporting consistent analytical evaluation of cosmetic raw materials and finished products. It updates the earlier EAS 847-9:2017 and complements EAS 847-1: Cosmetics—Analytical Methods—Part 1: Glossary of Terms. The proposed standard aims to protect human health and safety, harmonize technical requirements across the East African region, reduce trade barriers, and facilitate regional and international trade. The proposed dates of adoption and entry into force are yet to be determined. Stakeholders may submit comments until 14 August 2026, providing an opportunity to review and contribute to the development of the revised analytical method before its final adoption.
