On 15 June 2026 World Trade Organization (WTO) circulated a notification under Article 5.6.2 of the WTO Agreement on Technical Barriers to Trade (TBT) concerning a draft East African standard for cosmetics analytical methods. The notification was submitted by the East African Community (EAC) Partner States—Burundi, Kenya, Rwanda, Tanzania, and Uganda, with the Uganda National Bureau of Standards (UNBS) serving as the responsible agency. The draft standard, DEAS 847-12:2025, Cosmetics—Analytical Methods—Part 12: Determination of Flash Point by Pensky-Martens Closed Cup Tester (Second Edition), applies to beauty and make-up preparations, skin care products including sunscreen and suntan preparations, and manicure and pedicure products (HS 3304; ICS 71.100.70). The document prescribes a standardized test method for determining the flash point of oils and fats used in the cosmetics industry using the Pensky-Martens closed cup tester. The proposed revision aims to harmonize regional analytical testing requirements, enhance protection of human health and safety, reduce technical barriers to trade, and facilitate trade among EAC Partner States. The proposed adoption date has not yet been determined, and no entry-into-force date has been specified. Stakeholders may submit comments until 14 August 2026
