On 15 June 2026 World Trade Organization (WTO) circulated a Technical Barriers to Trade (TBT) notification submitted by the East African Community (EAC) Partner States—Burundi, Kenya, Rwanda, Tanzania, and Uganda. The Uganda National Bureau of Standards (UNBS) is the agency responsible for the notification. The draft measure covers beauty or make-up preparations, skin care products, sunscreen and suntan preparations, manicure and pedicure products (HS 3304; ICS 71.100.70). The notified document, DEAS 847-8:2025, Cosmetics—Analytical Methods—Part 8: Determination of Titre Test (Second Edition), comprises 10 pages in English. It specifies the analytical method for determining the solidification (titre) point of fatty acids in oils and fats used in the cosmetics industry, updating the 2017 edition and supporting harmonized testing practices across the region. The proposal aims to protect human health and safety, harmonize cosmetic analytical standards, reduce technical barriers to trade, and facilitate regional and international trade. The proposed adoption date has not yet been determined, and no entry-into-force date has been specified. Stakeholders may submit comments to the Uganda National Bureau of Standards until 14 August 2026, providing an opportunity to review and contribute to the development of the regional analytical standard.
