On June 18th, 2026, the World Trade Organization (WTO) circulated a notification submitted by Ukraine concerning a draft Law on the Reduction of the Impact of Plastic Products on the Environment. The proposal was issued by the Ministry of Economy, Environment and Agriculture of Ukraine. The draft legislation establishes a comprehensive legal framework to reduce the environmental and human health impacts of certain plastic products while supporting Ukraine's transition to a circular economy. It introduces requirements governing the production, import, placing on the market, and sale of specific single-use plastic products, oxo-degradable plastic products, and fishing gear containing plastic. Key provisions include measures to reduce the consumption of single-use plastics, restrictions on the manufacture and marketing of selected single-use and oxo-degradable plastic products, mandatory attachment of caps and lids to beverage containers, recycled plastic content targets for plastic beverage bottles, labeling requirements, extended producer responsibility (EPR) schemes, separate collection systems for plastic beverage bottles, consumer awareness initiatives, reporting and record-keeping obligations, and penalties for non-compliance. The draft law has been developed based on Directive (EU) 2019/904 on reducing the impact of certain plastic products on the environment and aligns with broader EU packaging and waste legislation while providing phased implementation timelines to allow businesses to adapt. The notification is open for public comments until 17 August 2026. The proposed dates of adoption and entry into force have not yet been determined.
