On 6 May 2026, World Trade Organization (WTO) circulated a notification submitted by Ukraine concerning a draft Resolution revising the Technical Regulation on Personal Protective Equipment (PPE). The Ministry of Economy, Environment and Agriculture of Ukraine was identified as the responsible authority for the proposed measure. Stakeholders were invited to submit comments on the draft regulation by 5 July 2026 under WTO Technical Barriers to Trade (TBT) procedures. The proposed measure applies to personal protective equipment placed on the Ukrainian market. According to the notification, the draft Resolution would replace the existing Technical Regulation on Personal Protective Equipment approved under Resolution No. 771 of 21 August 2019 with a revised version aligned with Regulation (EU) 2016/425 of the European Parliament and of the Council on personal protective equipment. The proposal also reflects the repeal of Council Directive 89/686/EEC and seeks to harmonize Ukrainian PPE requirements with current European Union regulatory standards. The draft Technical Regulation establishes requirements for the design, manufacture and market circulation of PPE to ensure protection of the life and health of consumers and end-users. The proposal includes provisions concerning conformity assessment procedures, declarations of conformity, rules for affixing conformity markings and importer obligations outlined in Items 21–29 of the regulation. PPE products may only be placed on the market if they comply with the requirements of the Technical Regulation.
