On May 7, 2026, China's Ministry of Ecology and Environment (MEE) announced the review results for the first batch of environmental management registration applications for new uses of chemical substances in 2026. The notice was issued in accordance with the Measures for the Registration of Environmental Management of New Chemical Substances (MEE Order No. 12). The Ministry reviewed one application submitted by Huntsman Chemical Trading (Shanghai) Co., Ltd and determined that the application met the relevant regulatory requirements and is proposed for approval. The application concerns the use of reaction products of polyhydroxy alkyl naphthene’s with alkyl oxane alkanes and H2/NH3 mixtures as curing agents and crosslinking agents, including resin extenders, for synthetic resin and plastic materials. The proposed approval includes several environmental risk control measures, including activated carbon treatment of waste gas, hazardous waste incineration requirements for waste liquids and packaging, and disposal obligations through qualified hazardous waste treatment facilities. Enterprises must also comply with other environmental management obligations under China’s chemical substance registration framework. The Ministry opened a public comment period from May 7 to May 9, 2026, before finalizing the approval decision.
