Indonesia's Food and Drug Authority (BPOM) has released a draft regulation proposing amendments to BPOM Regulation No. 23 of 2023 on Processed Food Registration. The draft aims to harmonize the food registration framework with Indonesia's Online Single Submission (OSS) risk-based business licensing system by aligning registration requirements with OSS-based permits and approvals. It also restructures the categories of Business Licenses Supporting Business Activities (PB-UMKU) to provide clearer licensing pathways for food business operators. The proposal mandates the use of BPOM's electronic registration system for all registration activities and approval processes, further advancing the digitalization of food registration. In addition, the draft updates procedures and requirements for new product registrations, variation applications, re-registration submissions, and administrative reviews. It also revises the rules governing post-approval product changes by clarifying documentation and assessment requirements for variations. Furthermore, the regulation strengthens compliance and enforcement measures by expanding the grounds for administrative sanctions, including the submission of false information, failure to meet regulatory commitments, non-compliance identified through post-market surveillance, and violations of registration requirements.
