On April 17, 2026, the Ministry of Health, Labour and Welfare, in coordination with the Ministry of Economy, Trade and Industry and the Ministry of the Environment, finalized a Ministerial Ordinance specifying chemical substances under the Enforcement Decree of the Act on the Examination and Regulation of Manufacture, etc. of Chemical Substances (CSCL). The ordinance follows a public consultation process conducted from January 21 to February 19, 2026. No public comments were submitted, and therefore no amendments were made to the draft. The ordinance was promulgated on April 17, 2026, in line with the enforcement provisions of the CSCL. The measure establishes specific chemical substances pursuant to Article 1, Paragraph (1), Item 37 of the Enforcement Decree, supporting regulatory oversight and management of chemical substances in Japan. This action aims to strengthen chemical safety controls and ensure compliance with national requirements for the assessment and regulation of chemical substances.
