"The Ministries of Health, Labour and Welfare (MHLW), Economy, Trade and Industry (METI), and the Environment are requesting public comments on the Draft Cabinet Order Partially Amending the Enforcement Order of the Act on the Evaluation and Regulation of Manufacture, etc. of Chemical Substances. The amendments cover technical standards for manufacturing and handling perfluorooctanoic acids (PFOs), including rules for licensed and non-licensed manufacturers, as well as labeling requirements on containers, packaging, and invoices to prevent environmental contamination. The comment period runs from September 16, 2025, 17:00, to October 15, 2025, 23:59. Stakeholders can access draft materials via the e-Gov portal or ministry websites, and submit comments through the e-Gov portal, email, or postal mail. Submitted comments will be reviewed collectively by all three ministries. Personal information will be managed appropriately, and comments may be made public, with sensitive details redacted. Reference materials from a prior related comment period conducted in 2024 are also available online."
