On 1 May 2026, California Department of Resources Recycling and Recovery (CalRecycle) published producer guidance regarding compliance obligations under California’s Plastic Pollution Prevention and Packaging Producer Responsibility Act. The guidance outlines regulatory responsibilities for producers of single-use packaging and plastic food service ware following the effective date of the implementing regulations on 1 May 2026. According to CalRecycle, producers are required to take compliance action by 1 June 2026 through one of three available pathways. Producers participating in the approved Producer Responsibility Organization (PRO) plan must register with Circular Action Alliance (CAA) and submit supply data. Producers intending to comply independently must register with CalRecycle and apply for approval as independent producers. Small producers seeking exemption eligibility are also required to register with CalRecycle and submit an exemption application. The guidance emphasizes that producers play a strategic role in supporting California’s circular economy objectives by helping manage packaging waste and reducing environmental impacts on communities and local governments. The framework establishes a shared responsibility approach for improving packaging sustainability and waste management practices.
