On April 13, 2026, the World Trade Organization (WTO) circulated notification G/TBT/N/CHN/2247 submitted by China, introducing a draft national standard titled "General Requirements for Cosmetic Safety." The notification was issued by the State Administration for Market Regulation (Standardization Administration of the P.R.C.). The draft standard establishes general requirements, ingredient controls, and product safety requirements for cosmetics manufactured and marketed within China. It applies to all cosmetic products sold in the domestic market but excludes products intended exclusively for export. The measure aims to strengthen regulatory oversight of cosmetic formulation and safety compliance throughout the product lifecycle. The objective of the proposed regulation is to enhance consumer protection, prevent deceptive practices, and ensure the protection of human health and safety by setting comprehensive safety standards for cosmetic products. The draft is currently open for stakeholder comments, with a 60-day consultation period ending on June 12, 2026. The final adoption date is yet to be determined, and the regulation is expected to enter into force 12 months after approval.
