On October 7, 2025, ANVISA launched a public consultation on proposed rules for handmade cosmetics, personal hygiene products, and perfumes. The consultation, open for 45 days starting October 13, invites public contributions to improve the proposal before finalization. The initiative follows Law 15,154/2025, which amended Law 6,360/1976 to simplify regulatory requirements for artisanal products. According to the proposal, handmade cosmetics are produced on a small scale without automated machinery or highly specialized processes, and must be sold directly to consumers, without intermediaries. The consultation involves a Resolution of the Collegiate Board (RDC) and a Normative Instruction (IN) detailing technical requirements and the list of products eligible for artisanal production. This measure aims to ensure consumer safety while supporting the artisanal sector with simplified, proportionate regulations. Stakeholders and the general public can submit suggestions to help shape the final standards.
