On August 11, 2025, the Brazilian Health Agency (Anvisa) announced a new step in reviewing the regulatory framework for frontier products, publishing Call Notice 9/2025. Frontier products are items that raise uncertainty about their correct classification—whether as medicines, cosmetics, foods, or medical devices—due to characteristics such as composition, intended use, presentation, or mechanism of action. Until Anvisa determines their proper category, these products remain under the "border products" designation. The notice invites society to contribute to the Preliminary Regulatory Impact Analysis Report (RIA) through the Public Procurement of Subsidies (TPS), a participatory mechanism that collects insights from the productive sector and the general public to strengthen regulatory decision-making. Contributions can be submitted between August 12 and 26, 2025. This initiative seeks to enhance transparency, improve rulemaking, and provide clarity for both industry and consumers regarding regulatory requirements for products on the borderline between categories.
