On August 20, 2025, the Brazilian Health Agency (Anvisa) published RDC 989/2025 and IN 394/2025, establishing new requirements for the regularization of sanitizing products and repealing RDC 59/2010. The update results from discussions in Mercosur’s Working Group No. 11, aiming to align Brazilian legislation with the bloc’s proposal for a harmonized regulation. RDC 989/2025 incorporates the harmonized text, while IN 394/2025 addresses national specificities such as analytical tolerances, stability testing, and shelf-life criteria. Key updates include: clearer risk classification (risk 1: notification, risk 2: registration), stricter safety requirements (ban on carcinogenic, mutagenic, or teratogenic substances; biodegradability of anionic surfactants), improved labeling and packaging rules (mandatory poison center contact, prohibition of food packaging reuse, restrictions on misleading claims), and new volume limits (up to 10 kg/L for risk 1 products). The measures are expected to enhance consumer safety, ensure product transparency, and expand access to Mercosur markets, strengthening both public health and industrial competitiveness.
