"On September 17, 2025, the US Environmental Protection Agency (EPA) updated Octamethylcyclotetrasiloxane (D4, CAS 556-67-2, EC 209-136-7) on its Safer Chemical Ingredients List (SCIL). The chemical is currently in the draft evaluation/risk assessment stage under the Toxic Substances Control Act (TSCA), with a preliminary determination of “unreasonable risk” for certain uses. SCIL categorizes chemicals based on their safety profiles: green circle (verified low concern), green half-circle (expected low concern), yellow triangle (some hazard concerns), and grey square (may not be acceptable for Safer Choice products). D4 is under review, and the public comment period is open from 17 September to 17 November 2025. Manufacturers may submit information to support continued listing and use in Safer Choice-certified products."
