On 12 August 2025, the European Commission’s Directorate-General for Environment released a formal Commission Notice — Guidance Document (C/2025/4524) to assist stakeholders in implementing Regulation (EU) 2023/1115 on Deforestation-Free Products (EUDR). Although not legally binding, the guidance clarifies how to interpret critical components of the law, including definitions like “placing on the market,” “making available,” “operator,” and “export,” while also outlining compliance timelines — with obligations beginning 30 December 2025 for medium and large operators and 30 June 2026 for micro and small businesses. It addresses essential due diligence practices, such as assessing negligible risk, enforcing traceability systems, and navigating complex supply chains. The document also covers scope questions—practices around packaging, waste and recycled products, composite products, and sectors involving agroforestry, plantations, and agricultural use. Annexes feature practical scenarios to aid real-world interpretation. Developed with input from EU Member States, this guidance complements the EUDR by promoting consistency across national authorities, courts, and supply chain operators.
