"Food Standards Australia New Zealand (FSANZ) formally announced the launch of a review under Proposal P1066 aimed at updating how young child formulas—also called toddler milk or junior milk—are regulated.
The review responds to a request by food ministers to ensure that regulations around these specialized dairy products remain suitable and effective for children aged 1 to 3 years.
Under current law, young child formulas are treated as formulated supplementary foods under Standard 2.9.3, Division 4 of the Food Standards Code.
The P1066 review will examine and possibly revise how the Code defines, composes, labels, and represents these products.
Crucially, the review is scoped to young child formula products only—other supplementary food products are excluded.

FSANZ also plans to hold public consultation in 2026, during which stakeholders (manufacturers, consumer groups, nutrition experts, etc.) can submit feedback.
