On 18 May 2026, India Central Drugs Standard Control Organisation (CDSCO), under the Directorate General of Health Services, issued a public notice clarifying the regulatory scope, permitted use, and compliance requirements for cosmetic products under the Drugs and Cosmetics Act, 1940 and Cosmetics Rules, 2020. CDSCO reiterated that cosmetics are legally defined as products intended to be rubbed, poured, sprinkled, sprayed, or otherwise applied to the human body for cleansing, beautifying, promoting attractiveness, or altering appearance, including components used in cosmetic formulations. The agency emphasised that products supplied as injectable preparations do not fall within the definition of cosmetics and are not permitted for administration by consumers, professionals, or aesthetic clinics. CDSCO further clarified that cosmetics cannot be promoted or used for treatment purposes and are restricted solely to their intended cosmetic functions. The notice also highlighted that lists of generally not recognised as safe (GNRAS) and restricted ingredients are published by the Bureau of Indian Standards (BIS).
