The Chemicals Office of Slovenia announced that, effective May 1, 2026, a new EU regulation (CMR Omnibus VIII) will ban or restrict several cosmetic ingredients. The regulation updates EU Cosmetic Regulation 1223/2009, adding carcinogenic, mutagenic, or toxic for reproduction (CMR) substances to Annexes II (prohibited), III (restricted), IV (permitted colors), and V (permitted preservatives). Notable changes include replacement of perboric acid entries, restrictions on nanosilver and silver powders, and the addition of substances such as multi-walled carbon nanotubes, acetone oxime, and hexyl salicylate, with concentration limits depending on product type. Permitted colors and preservatives are also updated, with specific limits for products like lipsticks, eye shadows, and rinse-off versus leave-on products. After May 1, 2026, non-compliant products will no longer be allowed on the market, ensuring consumer safety and harmonization with EU chemical safety standards.
