South Korea is set to fully institutionalize the management of harmful components in tobacco products following the enactment of a notice under the Act on Hazard Management of Tobacco. Announced by the Ministry of Food and Drug Safety, the notice establishes specific harmful ingredients and standardized test methods for cigarettes and e-cigarettes, forming a comprehensive management system from manufacturing through inspection and regulatory submission. Under the new framework, cigarettes and cigarette-type e-cigarettes will be tested for 44 substances, including nicotine and tar, while liquid e-cigarettes will be inspected for 20 substances such as nicotine, propylene glycol, and glycerin. Testing methods are aligned with international standards developed by organizations including the WHO and ISO. Tobacco manufacturers and importers will be required to submit test results for each product to designated inspection agencies and the Ministry, strengthening scientific oversight and public health protection.
