The regulation establishes clear obligations for manufacturers and importers regarding the recycling of products and packaging, as well as the management and treatment of waste generated from their goods. The decree defines categories of products and packaging subject to mandatory recycling and sets out applicable recycling rates and timelines. It also introduces compliance pathways, allowing obligated entities to either organize recycling independently or contribute financially to a national environmental protection fund. Additionally, the regulation outlines responsibilities for waste collection, treatment standards, and reporting requirements to ensure transparency and traceability. Authorities are tasked with overseeing implementation, monitoring compliance, and enforcing penalties for non-compliance. Effective from May 25, 2026, the decree aims to strengthen circular economy practices, reduce environmental pollution, and enhance accountability across supply chains in Vietnam's waste management system.
