The European Chemicals Agency supports the European Commission in implementing the Restriction of Hazardous Substances Directive regulating hazardous substances in electrical and electronic equipment to protect environment and health. ECHA provides scientific committee support for restriction proposals and exemption applications producing expert opinions for Commission decision-making. It also assists Member States or the Commission in prioritising substances and developing restriction dossiers under the directive. The contract seeks expert services to support technical work including template development guideline review and ad hoc process queries. It also includes capacity building for SEAC through training on restrictions and exemptions with case studies and examples of past applications. Training may be delivered in Helsinki or remotely and may include ECHA staff and committee members. Participation is open to eligible EU and associated country operators through an electronic submission system for expressing interest. Tenderers must comply with EU procurement rules including sanctions compliance and ensure subcontracting is not used to circumvent eligibility requirements.
