On 1 June 2026, Japan’s Ministry of the Environment published a draft Ministerial Ordinance specifying chemical substances under Article 1, Paragraph 1, Item 42 of the Enforcement Order of the Act on the Examination of Chemical Substances and Regulation of Manufacturing, etc. (Chemical Substances Control Law). The draft initiates a public comment period from 10:00 AM on 1 June until 23:59 on 30 June 2026 via the e-Gov Public Comment Portal. The ordinance would designate specific substances for regulatory treatment under the CSCL framework, aligning with the legal basis in Article 2, Paragraph 2 of the Act and the Enforcement Order provision effective 22 November 2026. Stakeholders - including manufacturers, importers, and industry associations- are invited to submit opinions on the draft’s scope, criteria, and implementation details. The proposal falls under environmental conservation and seeks to strengthen chemical management by formally listing substances that require monitoring, reporting, or control measures. Comments submitted will inform final revisions before promulgation. The announcement follows Japan’s ongoing efforts to update chemical control measures and enhance transparency in regulatory decision-making through the Administrative Procedure Act’s public consultation process.
