On 29 May 2026, Japan’s Ministry of Economy, Trade and Industry (METI), in coordination with relevant ministries, amended the “Ordinance on Reporting of Hazardous Information” and “Operation Regarding Reporting of Hazardous Information” under the Act on the Examination of Chemical Substances and Regulation of Manufacturing, etc. (Chemical Substances Control Law - CSCL, Act No. 117 of 1973), Article 41. Key changes include: 1. Mandatory use of the new reporting format. 2. Introduction of online submission via the e-Gov electronic application system (previously only mail or in-person). 3. Separate reporting by substance and property. 4. Simplified attachment requirements for effort-based reporting. METI also published the “Guidelines for Reporting Hazard Information Based on Article 41 of the Chemical Investigation Act (May 2026)”, which provides detailed instructions on preparation and submission of hazard information reports. The amendments aim to improve efficiency and accessibility for manufacturers and importers who must report new findings on harmful properties (persistence, bioaccumulation, toxicity) within 60 days.
