On 15 June 2026 World Trade Organization (WTO) circulated a Technical Barriers to Trade (TBT) notification submitted by the East African Community (EAC) Partner States- Burundi, Kenya, Rwanda, Tanzania, and Uganda, with the Uganda National Bureau of Standards (UNBS) serving as the responsible agency. The notification covers HS Code 3304 and ICS 71.100.70, applying to beauty and make-up preparations, skin care products, sunscreens, manicure and pedicure preparations, cosmetics, toiletries, and cosmetic oils and fats. It introduces the draft standard DEAS 847-15:2025, Cosmetics- Analytical Methods- Part 15: Determination of Ash Content (Second Edition), which prescribes the analytical test method for determining ash content in cosmetics and cosmetic industry oils and fats. The proposed revision updates the 2017 edition and aligns with EAS 847-1 (Glossary of Terms) to support harmonized analytical procedures across the region. The draft aims to protect human health and safety, promote regional harmonization of cosmetic testing requirements, reduce technical barriers to trade, and facilitate trade among EAC Partner States. The proposed adoption date has not yet been determined, and no entry-into-force date has been specified. Comments on the draft standard may be submitted until 14 August 2026
