On 8 May 2026, World Trade Organization (WTO) circulated a notification submitted by the European Union concerning a draft Commission Regulation to amend Annex XVII to Regulation (EC) No 1907/2006 under the REACH framework regarding terphenyl, hydrogenated (PHT). The notification identified the European Commission as the responsible agency and invited stakeholders to submit comments by 7 July 2026 under the WTO Technical Barriers to Trade (TBT) procedures. The proposed regulation applies to terphenyl, hydrogenated as a substance on its own or when present at concentrations greater than 0.1% by weight in other substances, mixtures, articles or parts thereof. According to the notification, the draft measure intends to introduce a new restriction entry in Annex XVII of REACH to limit the placing on the market and use of PHT within the European Union. The proposal includes certain permanent derogations for specific industrial and defence-related applications. Exempted uses include PHT employed as a heat transfer fluid within the temperature range of 250°C to 350°C at industrial sites operating strictly controlled closed systems designed to prevent emissions.
