On April 22, 2026, the World Trade Organization (WTO) circulated notifications G/TBT/N/BDI/753, G/TBT/N/KEN/2043, G/TBT/N/RWA/1403, G/TBT/N/TZA/1588, and G/TBT/N/UGA/2357 jointly submitted by Burundi, Kenya, Rwanda, Tanzania, and Uganda. The notification introduces Draft East African Standard DEAS 154:2026, which specifies requirements for baby nappies. The draft standard establishes technical requirements, sampling procedures, and test methods for baby nappies, covering aspects such as material quality, absorbency, dimensional stability, pH levels, and mechanical strength. It aligns with various international ISO standards for testing textile properties, ensuring product consistency and safety. The standard applies to baby nappies made from textile materials but explicitly excludes baby diapers. The objective of the proposed measure is to enhance product quality, ensure accurate consumer information through labeling, and facilitate regional trade by harmonizing technical requirements across East African Community (EAC) member states. The draft is currently open for public consultation, with a 60-day comment period ending on June 21, 2026. The proposed dates of adoption and entry into force are yet to be determined.
