On June 15th, 2026, the World Trade Organization (WTO) circulated a notification jointly submitted by Burundi, Kenya, Rwanda, Tanzania, and Uganda concerning the draft East African Standard DEAS 847-16:2025, Cosmetics — Analytical Methods — Part 16: Determination of Lead, Mercury and Arsenic Content (Second Edition). The draft standard was submitted through the Uganda National Bureau of Standards (UNBS) on behalf of the East African Community (EAC). The proposed second edition specifies analytical methods for determining the concentrations of lead, mercury, and arsenic in cosmetics, as well as oils and fats used in the cosmetics industry. It revises the existing EAS 847-16:2017 standard to support harmonized testing methodologies across EAC member states and improve consistency in assessing heavy metal contaminants in cosmetic products. The revision aims to enhance consumer protection by strengthening the detection and monitoring of hazardous heavy metals in cosmetics while promoting harmonized regulatory requirements and facilitating trade within the East African region. The draft standard is currently open for public consultation, with comments accepted until 14 August 2026. The proposed dates for adoption and entry into force have not yet been determined.
