On June 18th, 2026, the World Trade Organization (WTO) circulated a notification submitted by the Republic of Korea concerning proposed amendments to the Regulation on the Labelling of Precautions for Use of Cosmetics and Ingredients as Allergens. The proposal was issued by the Ministry of Food and Drug Safety (MFDS). The proposed amendments introduce targeted updates to cosmetic labeling requirements to improve consumer safety and clarify precautionary statements for specific product categories. First, the proposal creates an exception allowing certain precautionary statements to be omitted for shampoos that are not intended to be rinsed off immediately after use, such as dry shampoos. Second, it establishes new precautionary labeling requirements for cosmetic products containing Benzophenone-3 (Oxybenzone), reflecting updated safety considerations for this ingredient. The amendments are intended to enhance consumer information and strengthen protection of human health through more appropriate and product-specific labeling requirements. Public comments on the proposal are invited until 17 August 2026. The proposed dates of adoption and entry into force have not yet been determined.
