On March 26, 2026, the Netherlands and Austria notified the European Chemicals Agency (ECHA) of their intention to prepare a restriction proposal under the REACH Regulation for certain phenyl-p-phenylenediamines (PPDs) and other para-substituted phenylenediamines (PDs), including 6PPD and related compounds used in rubber tyres and potentially other rubber goods. The proposed restriction would address concerns regarding unacceptable risks to the aquatic environment associated with the manufacture, placing on the market, and use of these substances. The authorities indicated that, where feasible, a grouping approach will be applied to avoid regrettable substitution with structurally similar compounds. The exact chemical scope will be determined based on available information on 6PPD analogues and may cover substances within the broader PPD and PD groups. The Dutch and Austrian competent authorities are jointly preparing the Annex XV restriction dossier. A Call for Evidence consultation was conducted from December 17, 2025 to March 6, 2026, and the restriction dossier is expected to be submitted to ECHA on March 12, 2027. The restriction process remains at the “Intention” stage and has not yet progressed to a formal restriction proposal or adopted measure under REACH.
